Is Breast Milk, Formula and Juice exempt from the 3-1-1 liquids rule?

Formula, breast milk, juice in quantities greater than 3.4 ounces or 100 milliliters are allowed in carry-on baggage and do not need to fit within a quart-sized bag. Remove these items from your carry-on bag to be screened separately from the rest of your belongings. You do not need to travel with your child to bring breast milk. Breast milk and formula are considered medically necessary liquids. This also applies to breast milk pumping equipment (regardless of presence of breast milk).

Ice packs, freezer packs, frozen gel packs and other accessories required to cool formula, breast milk and juice - regardless of the presence of breast milk - are allowed in carry-on. If these accessories are partially frozen or slushy, they are subject to the same screening as described above. You may also bring gel or liquid-filled teethers, canned, jarred and processed baby food in carry-on baggage. These items may be subject to additional screening.

How to Travel with baby formula: TSA Requirements

Inform the TSA officer at the beginning of the screening process that you are carrying formula, breast milk, toddler drinks, and baby/toddler food (to include puree pouches) in excess of 3.4 ounces. Remove these items from your carry-on bag to be screened separately from your other belongings. TSA officers may need to test the liquids for explosives or concealed prohibited items.

Tips for How to Fly with Baby Formula

  • Consider bringing enough formula for the entire trip. If you are traveling internationally, plan for extra formula. Remember  formula brands and ingredients may vary. I always pack 2 more days of formula to make sure I have enough should anything happen.
  • Place the formula containers in your carry-on bag to ensure they are not damaged or lost during transit. You are allowed to bring an extra bag for snacks, so you can put your formula here.
  • If you prefer to bring liquid formula, you can freeze it before the trip. TSA will allow it as long as it's for your baby. Just make sure you let them know what it is prior to going through. Keep in mind this can go as frozen liquid. Just make sure it is completely frozen at the time of screening and is placed in your quart-sized plastic bag.
  • If you are traveling with a breast pump, you can also bring breast milk in your carry-on.  The breast milk is exempt from the 3-1-1 rule.
  • Pack any necessary feeding supplies and make sure they're handy. We always pack bottles, a bottle warmer, and a cooler to keep formula at the appropriate temperature.
  • If you are concerned about formula being too cold or warm, bring a small cooler with ice packs to keep formula at the appropriate temperature.

Traveling with a baby can be a challenge, but with the right preparation, it can be a breeze. By following the TSA requirements and tips for flying with baby formula, you can ensure a smooth and stress-free trip for both you and your baby. Make sure to check with your airline for their specific policies and pack everything you need to make your journey as comfortable as possible.
